The Chair of Local Self-Government and Regional Policy was founded in 2001. It acts as the centre of teaching and research in the fields of local government, city administration and regional policy. The competences of the Chair build upon the long tradition of academic research on Estonian local self-government and cutting-edge research on the EU multi-level governance. All members of the Chair have extensive experience in the practical affairs of local and regional governments through consultancy work and also working as policy-makers.
Professor Sulev Mäeltsemees PhD (University of Tartu) is Professor and Chair of Local Self-Government and Regional Policy and Dean of the Faculty of Social Sciences. Professor Mäeltsemees has served as the Rector of Estonian Institute of Public Administration and Chairman of Tallinn City Council and is currently a member of numerous Estonian and European local governance networks. Visiting Professor Michael Kull PhD (University of Helsinki) has previously worked as a researcher at The Finnish Academy and University of Helsinki (Network for European Studies) and currently serves as the principal research scientist at MTT Economic Research in Finland. He has also lectured at the University of Helsinki, The Swedish School of Economics and Business Administration and at St. Petersburg State University. Lecturer Dr. Mikk Lõhmus BA MPA PhD (Tallinn University of Technology) is the vice-mayor of Saue Municipality and has previously worked at the Chancellery of Riigikogu, as an advisor to the President of Riigikogu and as a senior expert at Nõmme City District Government. He teaches courses on local governments and regional policy and his research focus includes local level economic policy and municipal reforms. Dr. Lõhmus also participates in various Estonian expert groups dealing with local governance. He is currently devoted to a project ordered by the Estonian Government Office and co-managed by Geomedia that is exploring co-operation opportunities between local governments in order to improve the quality of public services.
