DPA teaching is based on integrating international theoretical and comparative research with local and contextual environment. Our teaching is strongly problem oriented and looks at the issues that are relevant in the context of newer member states of the European Union, small states and economies that are faced with catching-up challenges.
Our main teaching field is public administration and management - DPA is the only higher education institute in Estonia that teaches public administration management at all academic levels - BA, MA, and PHD.
The main PA teaching is done in Estonian, but we also include significant foreign expertise in our teaching, and therefore, a considerable amount of teaching is also done in English. DPA offers a good environment for international mobility of both students and academics.
In addition to PA programs DPA offers a fully English taught international MA program in Technology Governance that involves majority of our leading international and local scholars.
The general objective of the PA study programs in DPA is to promote the field of PA in all its facets, to offer tuition at all levels of higher education based on research and academic activities, and to render services to society which are based on research, instruction and development activities.
The teaching consciously addresses the context specificities of the practice of PA so that the students are capable of understanding and analyzing the applicability of practices from Anglo-American, Continental-European, Scandinavian and Eastern European contexts to the day-to-day activities in Estonia. The programs aim to support 'whole system thinking' in public administration and awareness of ethics in civil service, knowledge-based society and sustainable development.
