Opening bank account in Estonia
EU students need a Letter of Confirmation from the university which proves their student status, the Letter will be issued by Mobility Center.
- For foreigners without a Temporary Residence Permit (TRP), but instead have a long stay (D) visa for example, major Estonian commercial banks charge 200-250 euro fee for additional background check.
- From 01. February 2017 came into effect the bilateral agreement with Swedbank. The students from third countries can open the bank account for free, when they present Confirmation Letter, issued by Tallinn University of Technology, for exchange students the letter should be issued by Mobility Office.

Expensive but quick: It is possible to open a bank http://www.citadele.ee/en/ at a cheaper rate of 35 euro, and you will get IBAN number in 7-10 days.
Citadele bank will allow you to open a bank account with IBAN number if they deem you as “safe”.
As far as we know, students from Indonesia, Bhutan, Palestine, Mongolia, and China managed to get their IBAN number from Citadele, and all of them either did not have a TRP or were in the process of applying it.
You do not need to take a lot of cash as card payment is popular in Estonia and you can easily pay for food at university canteen.
