Residence registration in Tallinn
EU students, who come to Estonia for more than 3 months, must register their place of residence in Estonia. To make the process smoother, please fill in the application(s) before going to the local city district government. You can submit the application(s) in any City District Government, you find them under the service providers. We suggest the nearest, less crowded City District, which is at Mustamäe. Students at Endla 4 may visit Kristiine City District Government. (Video Tutorials show how to go there).
For living place registration, an application has to be completed.
1. All students (excluded students with visas), please fill in a residence form (blank-Print on both sides of paper or an online application, what has to printed) for living place registration. Here is a presentation of it.
Here is the blank document in English, but it is only an example, not meant for presenting to the City District Government.
3. All EU students must apply for the Estonian ID card within 30 days at Police and Boarder Guard Board Office (Tammsaare tee 47). Go there 3-5 workdays after your living place registration. The ID card blank application document can be filled in on the spot, at the Police and Boarder Guard Board Office.

When you are about to leave Estonia after your studies, you must submit another residence notice to render the address in your home country (other than Estonia).
