Identity Card for EU/EEA students
An identification document or ID-card is a mandatory identity document of the Estonian citizens, citizens of European Union and European Economic Area residing permanently in Estonia. In addition to regular identification of a person, an ID-card can also be used for establishing one's identity in electronic environment and for giving one's digital signature.
Before EU/EEA students can apply for ID-card, they must request an ID code and register their place of stay.
Steps to take:
- Take along rental agreement and identification document;
- Go to City District Government Office;
- Ask for them to create an Estonian ID code for you, and register your place of stay.
Registering place of stay
There are 9 City District Government Offices in Tallinn, any one of them can be used to register one’s place of stay. The closest ones to Tallinn University of Technology are:

If the address of stay changes, the new address has to be registered with the City District Government Office within 30 days!
Applying for an Estonian ID-card
After registering the place of stay with City District Government Office, the next step is to apply for an ID-card in a Service Office of the Migration and Citizenship Bureau service point.
Documents required for applying:
- an application form;
- an identification document;
- a color photo by dimensions of 40x50 mm;
- a document certifying the payment of state fee.

The ID-card is issued within 30 days (after acceptance of the application for the proceeding) to an applicant in person in the service point.
